National Human Rights Commission in the Republic of Kazakhstan

Askar Shakirov

was born on October 2, 1956 in Karaganda.

Askar Shakirov graduated from Moscow State University named after M. Lomonosov’s Asia and Africa Institute, Soviet Interior Ministry’s Academy. He achieved PhD in Law. Fluent in English and Chinese languages.

Askar Shakirov has a diplomatic rank of an Ambassador of Extraordinary and Plenipotentiary of the First Class deals.

From 1978 to 1992 he worked in the Interior Ministry of the USSR.

As from 1992 he worked as the Head of Department, Deputy Head of the Agreements and Legal Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan, member of the commission of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

From 1995 to 1996 he worked as Charge d’affaires of Kazakhstan in Korea.

From March to April 1996 he worked as Ambassador in the Ministry of Foreign Affairs of the Republic of Kazakhstan.

From 1996 to 1998 he worked as the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

From 1998 to 2004 he worked as Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan in India.

From August 2004 he worked as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

From February 2006 to June 2007 he worked as the Chairman of the Customs Control Committee, Ministry of Finance of the Republic of Kazakhstan.

Since September 2007 Askar Shakirov has been Commissioner for Human Rights in the Republic of Kazakhstan.

On 27 of September 2012 was appointed as a Commissioner for Human Rights by the decree of the President of the Republic of Kazakhstan.

On 4 of September he was selected as Commissioner for Human Rights on the plenary meeting by the President of the Republic of Kazakhstan
